An exclusive interview MPA from Lyari, Karachi Senator Muhammad Yousuf Baloch
Senator Muhammad Yousuf Baloch is a distinguished Pakistani politician originating from the Balochistan province. Presently serving as a Member of the Provincial Assembly of Sindh, he secured his position in the 2024 general elections as a representative of the Pakistan People’s Party from constituency PS-107 Karachi South-II.
Senator Yusuf's political journey has been marked by his previous positions; he held the position of a Senator, having been elected in March 2012 from the Pakistan People’s Party. He also remained the Chairman of the Senate Committee on Petroleum and Natural Resources, while also being an active member of pivotal committees such as Interior and Narcotics Control, National Food Security and Research, and Inter-Provincial Coordination.
Beyond his legislative endeavors, Senator Baloch has represented Pakistan on the international stage. Noteworthy among his experiences was his privileged attendance at the historic oath-taking ceremony of President Barack Obama in 2009, an event that underscored his role as a respected statesman.

While giving an exclusive interview to Huashang News at Benazir House Singolane Lyari, regarding the question on Pak-China and its’ importance for especially Pakistan, Senator Yusuf Baloch expressed that he considers China as an important ally to Pakistan in the region and that the bilateral ties between the brotherly countries stretch higher than mountains, sweeter than honey, deeper than the sea.
Prior to that, as the correspondent reached at the location while travelling in the small streets Lane Lyari, his office was full of people. As the correspondent waited for him, he was bust with the people who came with pleas and their issues. Most of them were there because of the electricity issues. It should be mentioned that that amidst the energy crisis in Pakistan, Senator’s constituency Lyari is among the towns which face severe load shedding and power outages, while the labor class often fails to pay their bills.
Benazir House, according to Senator Muhammad Yusuf Baloch is a place where people bring their issues and he tries his best to resolve them. As Senator asked the rest of the people to wait as he had a commitment with Huashang for an interview. He was welcoming and cooperative and was willing to give any answer to any question, we had.
As we proceeded with the interview, Senator said, the relationship between Pakistan and China is a relationship rooted in friendship and mutual support. China is not just a neighboring country; it is a trusted ally that has always stood by Pakistan. Since the era of Mao Zedong and Zhou Enlai, and the visionary leadership of Shaheed Zulfiqar Ali Bhutto, Pakistan has endeavored to maintain close ties with China. Shaheed Bibi and Asif Zardari further strengthened this relationship during their tenures. Asif Zardari, in his presidency in 2008, made significant visits to China, resulting in crucial projects, construction of bridges and bolstering trade relations. The China-Pakistan Economic Corridor (CPEC) is a testament to the depth of the collaboration.
Highlighting
the significance of China Pakistan Economic Corridor, he underscored that this
initiative has not only reduced fuel costs but has also revolutionized trade
and transportation, benefitting both nations. China's investments and
infrastructure projects, particularly in road development, have immensely
facilitated communication and connectivity. For Pakistan, China's support has
been instrumental, especially during challenging times. The Pakistan Peoples
Party (PPP) has always advocated for fostering relationships with other nations
and exploring trade opportunities. Given Pakistan's abundant natural resources,
including chromite, iron, zinc, and copper, China's investment presents a
significant opportunity for economic growth and development. In every aspect,
Pakistan-China relations have been exemplary.
Replying to a question about the escalating security threats and the Chinese concerns, especially considering the region's geopolitical dynamics, he said, China is our neighbor, whereas India poses as a regional adversary. Some elements, working at the behest of our adversaries, aim to sabotage our relations with China. However, it is inconceivable for us to cause any harm to our Chinese brethren. Our adversaries may seek to disrupt our ties with China and thwart their investments, but we remain vigilant against such threats. The security of Chinese nationals and investments in Pakistan is paramount. While it is challenging to discern the intentions of our adversaries, it is evident that they operate with ulterior motives. Pakistan's federal government and security administration have prioritized the security of Chinese assets and personnel within our borders. The Pakistan Army, in particular, is committed to providing robust security arrangements for Chinese projects and personnel.
He further highlighted that, America's withdrawal from Afghanistan left a void
that our adversaries sought to exploit, particularly India. While such
incidents are not uncommon in the history of nations, Pakistan has always
relied on its strategic partnership with China to navigate through such
challenges. Whether it is regional destabilization or external pressures,
Pakistan has consistently found support from its friendly neighbor, China. We
are keen on furthering Chinese investments in Pakistan to ensure our collective
prosperity and security. Regardless of the external pressures, Pakistan remains
committed to safeguarding the interests of its Chinese partners.
The elected MPA of PPP from Lyari believes that CPEC has opened up new avenues
of development, particularly in Balochistan. The construction of Gwadar Port
and associated infrastructure projects has transformed the region. Previously
underdeveloped areas are now witnessing unprecedented economic activity and
growth. The real estate sector in Gwadar has flourished, attracting both local
and international investors. Moreover, the connectivity provided by CPEC has
facilitated trade and commerce, leading to a surge in economic activity. As we
move into the second phase of CPEC, we anticipate even greater benefits for
Pakistan. In the coming years, CPEC will undoubtedly reshape Pakistan's
economic landscape and contribute significantly to its progress and prosperity.
Regarding the Question the People's Bus Service and why the Lyari area was neglected for bus service, especially when it's claimed to be a stronghold of the Pakistan People's Party
Senator Yousuf responded that The People's Bus Service stands as a testament to the commitment of the Sindh-led government towards providing efficient and accessible public transportation for all citizens especially in Karachi where other party claim PPP done nothing. Under the visionary leadership of Chairman Bilawal Bhutto Zardari and Chief Minister Sindh, the initiative has revolutionized commuting for countless individuals across the province. The dedication to improving infrastructure and enhancing the quality of life for the people of Sindh is commendable.
Regarding the absence of bus service in Lyari, it's crucial to recognize that no area is neglected under the progressive governance of the PPP. Lyari holds immense historical and cultural significance, and it has always been a priority for development and upliftment. However, infrastructure projects often unfold in phases, and the initial phase of the People's Bus Service might not have covered Lyari.
The expansion of the bus service to include Lyari has always been part of the comprehensive plan. I am pleased to announce that as we enter the second phase of the project, Lyari will indeed be incorporated into the network. This demonstrates the government's unwavering commitment to serving all communities, including those in our party's stronghold. We believe in inclusive development, and the inclusion of Lyari in the People's Bus Service is a testament to that belief.
When questioned about growing street crime in Karachi and measure taken by Sindh government Muhammad Yousuf Baloch has taken a thoughtful approach to address the growing street crime issue in Karachi. He rightfully highlights the efforts undertaken by the PPP-led government to tackle this pressing concern. The senator applauds the measures put in place by the Sindh government, recognizing their commitment to ensuring the safety and security of citizens.
Moreover, Senator Baloch astutely points out that street crime is not a challenge exclusive to Karachi but is prevalent across various provinces. He underscores the unfair criticism leveled solely at the Sindh government, noting that street crime is a complex issue that requires collective efforts to combat. By highlighting this disparity in criticism, he exposes the political opportunism at play and emphasizes the need for a more unified approach towards addressing crime.
On the questioned about the miseries and issues of the people in his constituency, he emphasized that as a representative of the people of Lyari, he is aware of the challenges they face. Lyari, often referred to as 'Mini Pakistan,' is home to a diverse population, each with its unique set of issues. However, the Pakistan People’s Party (PPP) has been steadfast in its commitment to addressing these challenges. He further added “Over the years, we have made significant strides in improving the living conditions in Lyari. From transforming the sanitation infrastructure to providing basic amenities like electricity and water, the PPP has been at the forefront of these efforts. Moreover, we are actively exploring avenues for economic development and employment generation to uplift the residents of Lyari. Our goal is to ensure that every individual in Lyari has access to essential services and opportunities for a better future”.
Senator
underscored that education and employment are intrinsically linked, and both
are vital for the socio-economic development of Lyari. While it is essential to
provide quality education to the youth, it is equally crucial to create
employment opportunities for them. As an elected representative, he said that
he is committed to both these objectives. He emphasized on encouraging the
youth to pursue education and skill development to enhance their employability.
However, it is also essential to recognize that not everyone may have access to
formal education. In such cases, we must focus on vocational training and
skill-building programs to equip them for gainful employment. Furthermore, he
urged the parents of Lyari to prioritize their children's education, as it is
the key to breaking the cycle of poverty and ensuring a brighter future for the
community.
Senator agrees that education is the cornerstone of progress and
development, and it is imperative that it should be prioritized, particularly
in marginalized communities like Lyari. The PPP has always been a proponent of
education for all, regardless of social or economic status. “We have witnessed
remarkable success stories of individuals from Lyari who have excelled
academically and professionally. The establishment of educational institutions
like Benazir University has provided a platform for young minds to flourish and
realize their potential. It is heartening to see Baloch youth actively pursuing
higher education and making significant contributions to society. As elected
representatives, we must continue to support and encourage such endeavors to
ensure a brighter future for Lyari and its residents”. He mentioned.
While mentioning the dual responsibility of the elected representatives, he
said that the dual responsibility of the elected ones is to legislate and to
serve their people. While holding ministerial positions may afford greater
opportunities for effecting change, every MPA and MNA has the capacity to make
a difference in their respective constituencies. It is essential to remain
focused on the needs of the people and work tirelessly to address them. Rather
than pursuing personal gains, elected representatives should prioritize the
welfare of their people and work towards their betterment. The PPP's ideology
is rooted in serving the people, and every member of the party is committed to
this cause. By collaborating with local authorities and engaging with community
leaders, we can effectively address the issues plaguing our constituencies and
usher in a new era of development and prosperity.
Senator Yusuf Baloch is optimistic about the future of Lyari. He envisions an
era of prosperity and development. He said that their approach to
governance is grounded in pragmatism rather than rhetoric. While others may
make lofty promises, they believe in delivering tangible results. He further
said “Over the next five years, I envision Lyari undergoing a transformation,
becoming a model area for development and progress. By prioritizing education,
healthcare, and infrastructure development, we can uplift the lives of the
residents and create a conducive environment for growth. Our focus will be on
empowering the youth, providing them with the tools and opportunities they need
to succeed. Through concerted efforts and collective determination, we can
realize the full potential of Lyari and pave the way for a brighter future for
generations to come.
